power loss

I have a OMC 4.3 engine, new block with 135 ft lbs each cylinder, just rebuilt the rochester carb. Max rpm =4000 right now, max speed 25. Previous engine (4.3) max speed =38.Timing 6 degrees. new plugs, coil dist cap, wires, starts 1st crank, runs smooth. Good impeller, water flow through block good, temp 168 degrees. Water appears to be coming out the middle of the outdrive at idle. Shouldn't it come out the prop at idle?
Won't pull skier out of th ewater, won't go full speed. Any ideas??

Below is a chart with the items that can cause low WOT rpms. If this just started, many can be eliminated. Just don't assume something is ok, check to be sure.
