There are 3 carbs that have a plastic piece on each one that connects the carbs throttle shutters so that thay move in sync with each other.

My question is, should the shutters open all the way ?

When I move it manually, they all open about a third of the way.

Your 2nd pic shows the butterfly all the way open they should open all the way at WOT. And close all the way in sync

Thanks Tim. So if I move them manually, while on the engine, they should open all the way, correct? Or will this only be noticeable while on the water?

Re: '76 115 carb question

Whether on land, or on the water the results should be the same. To set the carbs up, disconnect the throttle cable and refer to Wayne's sync instructions. In neutral with the throttle mechanism all the way off you should see that all three carb butterflies are full closed.

First thing to set is the wot full throttle point. Moving the mechanism to full throttle should open up all the butterflies all the way. Set the throttle stop screw so that you arent forcing against the butterflies themselves, instead you want the throttle to bottom out on the screw just before the butterflies bottom out.

From neutral to full throttle, you should see the butterflies on all three carbs go from fully closed, to fully open respectively.

From there you move on to setting the primary pickup, secondary pickup and maximum timing advance, etc..

Note:
You mentioned "moving by hand/manually".... if you mean twisting the carb connectors without moving the throttle arm, you may find that they wont open all the way becuase the top carb mechanism will hit the throttle pickup. Only way to see, is to move the throttle mechanism and watch the butterflies.

Hope that helps a bit
