agree with chief.
rusty dipstick a good indicator it has or had water in the oil. even if you get it free, the problem that caused the water to get into the oil is probably still there, usually pinhole leak in the heads over exhaust ports or bad risers / manifolds.
rings are probably rusted to the cylinder walls because of the water intrusion. even if you get them free, the rings will be destroyed as well as the cylinder walls.
boat anchor. welcome to the bane of inboard boat owners. fortunatly, the 5.7 is one of the least expensive engines to replace. cheaper than a v6 even. can get a new long block for under 3k, and an entire engine for under 5k. and before you start crying, keep in mind a base big block is going for 10 to 12k now. 6 to 7k for a long block.
