Wiring harness - what wires does it exclude?

I have a 1999 Sea Era 23 foot center counsel boat and need to replace all the wires, as it was underwater for 24 hours. Does the wiring harness include wires for the following?
running light
anchor light
bilge pump
bilge pump floater switch
Maybe a better question is what does a wiring harness normally exclude?

Second, does a wiring harness include instructions as to what all the wires get connected to? Thanks for all the help - I've asked a couple of questions in the past few days.

The boat wiring would be separate from the motor wiring. The boat may have it's own wiring for the motor or it may use the motor manufactruer's wiring. Some boat manufacturers make their own motor wiring harnesses, others don't.

Best bet is to contact the boat's manufacturer. You may have to rewire it yourself as many manufacturers do not use premade wiring harnesses. If so there is a "standard" wiring code that will give wire sizes and colors that you should follow. Hopefully someone will follow with the details.

If the boat was underwater for 24 hours you have more than wiring problems.
