tilt trim will lift motor but will not lower it

Put new o-rings in pump now it will lift the motor but will not lower it. tilt trim motor does run. Any Ideas?

By the way it is a 85 hp Force with 3-wire motor.

Had the same problem with my 90. Did the same thing you did-- Didn't fix problem. Gave up. Found that if I pushed real hard on motor to lower it some, it would then lower using the trim motor. Also found that not tilting all the way up reduced but did not eliminate problem. Found that by constantly working up then down, provided there was room for more up travel, it would finally tilt down. Went so far as to completely replace pump head and didn't solve problem, so it is probably a sticking tilt cylinder or a stuck open bypass valve in the tilt cylinder. A small bit of crud in the ball check will do this. Thats all I have!

If it was debris in bypass then it should flush out in time. You would also be able to grab prop and manually lift the engine with relative ease. (which will help flush out debris).

Sounds more like a problem with manual release plug to me.
Did you replace the needle valve seat in front manual release plug? If not, then that is probably the problem.

also possible is having incorrect pressure adjustments. does the topside of your pump have one, two, or none studs with jam nuts going into pillars? If you have two threaded pillars then did you mess with the length of studs and setting of jam-nut? Front one should ballpark out to 1/4" past contact and rear at 3/16". There should also be a shim between top of spring and bottom of stud to prevent spring from climbing up threads.

ooops ... my bad. front adjustment should be 3/16 and rear 1/4.
if you have pressure gauge then adjust front to 650-750 PSI and then put rear at 1 turn more. If pressure needle bounces dramatically then increase settings until it doesn't bounce so badly. Don't exceed 900PSI or you might start blowing things out.
