Shift Rod Adjustment

I am rebuilding the lower unit on my 75hp 1981 Evinrude, my manual gives the instructions for adjusting the Shift Rod length before the lower unit is reattached to the motor. According to the manual I should measure from the top of the lower unit housing to the center of the hole at the top of the shift rod, however the manual does not say if the shift rod should be in the forward, reverse, or neutral position when making this measurement. Does any one know what position the shift rod should be in before taking the measurement? The manual says to adjust the shift rod to a length of 21.72”

EDIT: The measurment is 21 23/32"...easier than 21.72....d:)
