moter will not rev consistantly

my 1972 65hp evinrude cranks and low idles just fine but when throttle is increased moter revves up and dies down repeatedlly. Moter does not die but will not rev up

sounds like sync and link is off

set the carbs and timing to be in sync

the carbs seem to be together to my untrained eye. I don,t know about the timing

it could be a lot of things, link n sinc, as mentioned, compression, spark, clogged carb,,, fuel pump gas tank vent not completely open. fouled plug. i voting partially clogged high speed jets.

is it running on all cylinders, with engine running, insulated pliers, pull 1 spark plug wires one at a time, then replace. it should change rpms equally when each different wire is pulled. and pick back up when reattached. if it doesn't that cylinder isn't running.

it doesn't seem to be a fire problem, and i put a new fuel pump on. i cleaned the carbs but i have not located the high speed jet.
