1. Turn flywheel till timing mark on magneto pulley lines up with safety switch button. At that point, the timing marks on the flywheel and recoil housing and cylinder block should also be aligned.
2. Remove the 3 screws holding the belt pulley cover and the cover. Disconnect the black wire from the side of the magneto, but leave the short wire connected. Release the spark plug wires from the grommets on the heads (the grommet brackets are split - just bend them open). Now remove the 3 big bolts holding the magneto bracket to the cylinder block and remove the whole unit from the motor. Now you can work on it without standing on your head.
Remove the distributor cap. Remove the nut and belt pulley. Now you can see everything and check for obvious problems.
Clean the breaker points shiny bright and set their gaps at .020" at their widest opening.
Slip the pulley on, hold a screwdriver against the side of the housing and 1/4" away from the button on the coil. Turn the pulley and there should be a strong spark from the button to the screwdriver. If not, go back and check your work. If you have spark at the button, reinstall the distributor cap and check for spark at all 4 wires. If you have spark at the button but not at the wires, look for a pinhole through the distributor rotor. That will be hard or impossible to see, but what sometimes happens is that it arcs through from the brass to the shaft.
