15 hp Sea King

I have a 15hp Sea King, Model # VWB 52119D, Serial # 38x29718. It starts hard, and will not idle slow. Been told it needs a new carburator. Though I'd check here first. Thanks

Very seldom does a motor need a new carburetor. Cleaning and a kit, yes. I'd be suspicious.

That's a 1983 outboard, made by Chrysler. Odds are you just need to overhaul the current carburetor. Ask in the Chrysler Force forum about parts sources. I don't have any of these Chryslers, so I haven't had to run down the parts. From your symptoms, it probably just needs a good carb cleaning and a carb kit. Piece of cake.

I cleaned and rebuild the cab last year. Didn't help any. Though I would try leaning out the mixture a little. Running it 50:1 now.

I'd do it again. Make sure you do a complete cleaning, including a soak in carb cleaner and blow out all passages with compressed air. If you don't have a compressor, buy a can of air at your auto parts store. There's plenty in it to blow out a carb.

Leaning out the mixture doesn't have anything to do with the fuel/oil ratio. If your outboard won't idle, it's probably a dirty carb or a blocked fuel passage in it. Seriously.
