Throttle Problems With Late 70' Johnson 25

Hey Gang
I Have Been Dealing With A Problem That I Just Can't Figure Out! I Have A 1958 Feather Craft With A Late 70's Johnson 25 O/b. Motor Runs Well With New Linkage Etc, But When Cruising At A Low Speed The Circular Throttle Mechanism On The Motor Moves On Its Own To Full Speed And Kills The Motor.. With That I Have To Remove The Cover And Manualy Reset The Throttle Back To Idle Position By Hand.. I Am Thinking This Has Something To Do With The Linkage But Not Sure. I Can't Figure Out How The Throttle Can Move On Its Own To Full Throttle If The Controls Are Set An The Idle Speed. There Must Be Some Kind Of Govenor Or Soemthing Messed Up. Does Anyone Have Any Insight On My Issue? Thanks For The Space

there is a spring, or cotter pin missing some where in the linkage, as the timer plate is suppose to be attached to the linkage.
