Elgin 2hp recoil starter

One of the things this motor needed when I bought it was a new starter rope. I installed the rope and the recoil seems to work fine until I mount it to the motor. It will engage the motor but won't rewind until I take it back off. One of the things I did notice when I pulled it off to put the new rope on was it had two ball bearings that were sitting in the cup the paws sit in. I don't know if they are supposed to be in there or where they would go if they did.

Those are the clutch balls.There are supposed to be 3 and they work with the
clutch,the device with the three notches in it.

do they go in the notches? What I have is a piece that bolts to the top of the flywheel that for lack of a better description is triangle shaped. So I need a third ball bearing, but I guess they go in the points of the triangle?

They are designed to roll toward the center at rest, (so the recoil engages them) and fly outward from centrifugal force when running (to disenge them from the recoil.
