1972 johnson 40hp problems

hey guys just wanted to ask a few questions about my motor. My motor was running fine all year then recently it started having problems. First when i would try to open it to full throttle it would bog down, only be going about 2 mi. per hour. every now and then it would open up to full speed but then bog down again. like an surge of speed all of the sudden. i rebuilt the carb. put all new gaskets, valves, seat, float, thinkin it would fix the problem but it still is acting like it is starving for air, or fuel. did not replace the fuel pump kit yet. has a fixed high speed jet screw. low speed idle is set right cause it fires right up. just wont let loose like it should. please help me im ready for the catfish.

Sounds like maybe you're having a cylinder cut in and out. Have you checked spark and compression yet?
