mid '70s 19hp evinrude low idle

I recently picked up an 18hp evinrude. I have difficulty getting it going. After about 50 pulls first with choke on a few times and the rest with no choke it starts to run at very low speed. If I can get it into gear and apply the throttle quickly it goes great. After running awhile it will slow troll and do everything I need it to do and has good power. What can I do about getting it to start easier? Keep in mind that you are replying to a mechanical idiot! Thanks.

Squeeze the primer bulb until firm.
Open the throttle to the start position.
Use fresh 87-octane gasoline.
Get new spark plugs (which ones, depends on whether its pre-'77).
Make sure the choke plate closes completely when you engage the choke.
Make sure the throttle linkage fully advances the timer base.
Do a compression test and spark test.
Get the model number from the port side mounting bracket, to cross-reference the year.

If a motor takes more than five pulls to start - SOMETHING IS WRONG! Stop pulling till your arm falls off! An easy starting motor has good compression, good spark and proper fuel delivery. If any of those is a little off, it'll be hard to start. It can be off due to mechanical problem or operator error. Operator error is the easiest to eliminate by following proper procedures as outlined by JTexas. Go from there...
