New boat

I have just purchased a 1980ish 20 ft V Hull with Mercruiser MCM 470 inboard/outboard as a powerplant. It hasnt ran in about 3 years and has no seats and no major furnishings. The Carb has been rebuilt and is ready to reattach and the water pump needs to be bolted together. It appears that the faceplate for the water pump was removed in order to repair the pump. There appears to be a fan-ish inside but it is locked up. Should that be occuring? We plan on turning the engine over tommorow and going from there. Any suggestions?

remove the distributer, and prime the oil pump, before turning over. pull the plugs and turn over by handle first. your best advice is going to be in the inboard//outboard forum. great find. there is a lot of service to be done to the engine and outdrive. get the mercruiser manual for the engine and outdrive, they are separate.
