What does this do

I have 1998 Evinrude 200 Vindicator on the Port side of my engine
sits the VRO2 Pump beside the pump there is a solenoid with 2 hoses coming from the top going to the carbs. Does any know what exactly this does. There is also a red lever that you can turn and it appears to have a schrader valve also.
What purpose does this serve
