1964 5.5 hp Ideal, and Speed power

I have a 1964 Johnson 5.5 horsepower motor. I had it out this past weekend and when I put it in neutral the motor would kill. Also once in gear it seemed to lag on power. At open throttle it seemed like it just wasn't getting a enough gas. I have replaced the the gas can, gasline and the fuel line in the powerhead. I added carb cleaner spray while running the motor and it seem to make it work worse and stall out.

In addition to the above repairs I have also done the below work.

I have also replaced the water pump (impellor) and replaced the lower unit seal as well.

I am at a loss as to what to do next and any feed back would be great as to what to do next.

I think that the next step would be to pull the carb and clean/rebuild it. Spray carb cleaner is worthless for cleaning a carb, if its still on the motor Have you run a compression check on it yet? If not I would do that before anything else. Good luck, hope this helps

Two very good possibilities:
1: It is running on one cylinder. Try running with one spark plug wire disconnected and grounded, then the other one. If one makes no difference, then that one is not firing.

2: The shock absorber in the lower unit is broken. That binds and puts a heavy load on the motor, sapping the power. See link:
