I believe that we can call this issue successfully closed. I mounted the fuel filter which was for the 88spl in the location meant for it. It was a cleaner solution and the pulse limiter did have to be removed to make room for it. The VRO failed because the metal shft which runs through the center had worn(tiny bits of metal were found in the o ring cavity) causing the O-rings to fail as well which leaked gas thru to the pressure side. If I were using the VRO to mix oil, rebuilding the VRO would have been an option to consider if the kit does include the o-rings which are the main seal between the pressure side and the fuel side.
I ran the motor today with the new pump for 8-10 miles and it ran flawlessly and the #4 cylinder remained clean even after idle.
Thank you Reel Dutch and Iwombat for your tremendous help. I would still be lost without your input.

go back to the basics and start at the beginning.
from a to z and you wil find it.

Just posting back with the solution to the misfire problem I spoke about up top, in case anybody is using this for research.

I did in fact, as on cylinder #4. I noticed that it idled perfect when I had the cover off, and as soon as I would close the rear port side latch, it would start to misfire. As soon as I would release the latch, it would idle perfect again. Just dumb luck that I found it, but it was the problem.

I re-routed the plug wire and my problem was solved, it's been running perfect ever since.
