1978 Electric Start 15 hp Johnson Shift Problem

I recently purchased an old johnson outboard (1978) 15hp motor. I converted to a short shaft instead of a long shaft. I cut the water tube and it pumps water just fine and got a short driveshaft and was told by a marine mechanic that i can fabricated a shift rod. So i did. i put it all together and the motor goes great in neutral and reverse but wont go above idle in forward. Is there a safety thing i didnt do? Is it an adjustment problem? These things are too darn expensive to take to a mechanic (parts cost and labor costs) so i am trying to do my best to fix it myself. Thank you for the feedback.

my 20 of similar vintage does have an interlock system that prevents it from being revved too high in neutral. You can only twist full throttle in gear.....sounds like its a bit out of adjustment.

How do i go about adjusting that? i have a SELOC book for my motor but it seems like they cover everything except what im dealing with.

you have missed connecting the lock out lever, should be on the shifter side of the motor, and goes up to the flywheel. in neutral and reverse it tilts in and block the movement of the timer plate, so you only achieve so many rpms. when shifting to forward this arm moves out of the way and allows the timing plate to advance the timing. i look at brp for a diagram of it, but did not find it.
