older Mercury outboard year and other questions

Want to start by saying thank you to all the knowledgeable people that are so helpful on this site, I've figured out a number of different problems just by searching this site.

But....I can't seem to figure out what year an outboard is. Merc 35 tiller s/n 6258303 (maybe 6258803, scratched). I've been to a number of the serial number--> year websites that other posts have listed and can't find it.

I'm also wondering if anyone has advice on reducing the noise of the outboard?

are you sure that 2nd number is a 2? just to clarify, if it 35 horse or model 35? the 35 horse started getting numbered with 64 in 1984

Serial number is 06258x03 (x could be a 3,8, or 9)

I can't seem to find any site that has this serial number included?

first number is a "0", thats what we needed lol. it went into merc parts express ok, using the 3 for the x.
06258303 Model Number: 1003203 merc 3.5 hp . i think its an 83, but someone else better confirm
