Fuel problem - 77 'rude 9.9

I'm an outboard rookie although I know a little about engines. I recently bought this motor and ran it yesterday. It runs pretty good, starts easy, the problem seems to be getting fuel. I had to keep priming the bulb when it would start to stall. I had new gas at 50:1 with a new tank. Also, at the end of the day, for about 20 seconds the motor opened up and ran at full speed, the rest of the day it seemed restricted and stalled a few times. It seems to be a fuel pump or filter. I just bought a reapair manual and should get it in a few days, so I'm nervous to do anything before I get it. But I was wondering if it might be something small and relatively simple to fix/replace. I also didn't put any treatment in for Ethanol, but I don't think that could cause this problem. Thanks in advance for any suggestions!

if the motor has sat for some period with out use, it sounds like a classic case of varnished carbs. or a faulty fuel pump. float needle valve sticking, and pumping force it open. also running restricted says dirty jets.

Thanks, I'm going to start with a fuel pump, b/c that looks pretty easy. How do I fix varnished carbs?

I'd look to the carbs before fuel pump. Most of the time that's where the problem is, especially if it's been sitting for any length of time. That'll require disassembly, soak time, compressed air and a rebuild kit. Get a manual, take your time, and ask questions. Outboard carbs are pretty simple beasties.

if the new tank is a brand new plastic one, it's possible there were bits of plastic debris inside that get sucked up by the fuel uptake or stuck elsewhere along the fuel system. The few times I've looked inside new ones in the store, I'm always aghast at the bits of plastic inside of them. Seems they don't bother to clean them out after they drill the holes in them to mount the pick up etc.
