1994 Johnson Ocean Running Hot? Rough?

Having problem running rough after a few minutes, temp horn comes on, does not seem hot, engine shuts down a idle, very sporatic. What and where is the sensor for the SLOW function. I have changed the power pack, spark plugs, rebuilt the carbs, runs fine for about 10 minutes then goes into rough running and bad idle.

"Does not seem hot" is not good enough. You must be sure or you're asking for trouble. When was the last time the waterpump and thermostats were serviced?
The temp sensors are on the back of each head and the tan wires to them send the signal to the alarm and the power pack to activate the SLOW system.

I changed the therom's last summer, have not used it much since, even tried running without them, sporatic overheat horn comes on at high speed, then slow down and goes off, sounds like it is doing what it was designed to do. Hook up hose on engine and not great water circulation out of top of motor by hose hook up. I am in the Houston area, saltwater, bought the boat used, could the cooling ports be blocked, we changed the water pump last summer also, maybe 20 hours on it. How can I check proper water flow through engine.

If it was my motor I'd flush it with SaltAway, I think its called, and then I'd put a complete waterpump kit in it. Its not uncommon for saltwater motors to go thru a waterpump in one season.
