1983 mariner 9.9

First problem was missing out every 5 seconds or so when it was under load but not going fast. Used carb cleaner and tried it out. Worked fine at high speed when I lowered speed it died out. It started fine(electric) but it would only idle in the start position. If I tried to move the throttle, it died. If I tried to move the throttle on the carb it change tone but wanted to die.

Has good gas and it is getting as far as the filter. Filter was clean. Took it to the shop. He re-built the carb, checked timing, spark, compression, coil, etc. All was fine. He had the same problem and when it happened, he checked plugs and they were wet.

Any ideas? I'm at a loss and so is he. I'm going nuts without the boat. Any tips would be greatly appreciated.

You need to remove the carb and clean it, reinstall it and adjust the idle mixture

It's in the shop now and that has been done already and we still have the same problem.
