3.0l water in oil, block and head pressure check

i have a 3.0l that had water in the oil, i changed the oil and after shutdown it sat a few minutes and clouded back up, previous owner thought it had a cracked block. the block and head have been pressure checked , what could have caused this they are fine. I had someone check out the manifold they said it and the riser look fairly new and good, could it have been the riser gasket there is a good bit of rust on mating surface not smooth.
