89 evinrude 40h.p surges at full throttle

i have a 89 evinrude 40 hp motor on my boat.it started giving me trouble loosing power so i started replacing stuff.it does idle good and starts fine it just when you throttle up it surges real bad at full throttle and it doesnt get up to speed.i have put new reeds,rebuilt the carbs,new spark plugs,and a new vro pump.if anybody could tell me what is wrong with it i would greatly apperciate it thanks hardin.30

Have you checked fuel lines and primer bulb for cracks? Done a link & sync?

we just took it out and it did fine when u squeed the primer ball while you are driving so think it might be the ball or fuel lines. thanks for the info hardin.30
