Stuck on a lot of things, starting, etc

I'm trying to get my friends boat up and running, he let it sit for around 6 months outside in FL weather. I don't really know what model engine this is, all I know is that it's a 1995 7.4L and has a carb. When I saw the engine bay, half the motor was underwater. I just got electrical up and running, 2 new batteries and the bildge got all the water out. So for the hell of it I tried starting, dead, nope,nadda. I hear a click and thats it. I don't know if the starter is bad or not but I did hear the click coming from the distributer, so I'm guessing the starter might be good and the motor is just frozen. I don't know alot about boats, but my next step I assume is going to take all the plugs out, spray some wd 40 and let it sit for a bit, then to try and turn it over with a breaker bar(I actually have never turned over a motor by hand before, do I have to take the crank pulley off to turn it over? It's going to need new pullies, alternator, belts, and hopefully not a starter.

If you can access the front crankshaft bolt you could put a socket on it with a long breaker bar to see it the crank will turn.

with that big of an engine, pull the plugs out first, it will make turning it by hand easier

There is no chance on earth that starter is any good after being underwater for up to 6 months.......

I hope that motor will turn over. Would anyone know what size socket I would need to turn it over? I have plenty of clearance to do so.

Does the starter mount with 1 bolt and nut? Also I'm still trying to figure out what engine I have so I can order the right starter, it's a 95 7.4L mercruiser, has a carb

Look around the engine carefully there should be an Identification tag on it

Or here is another way to Identify if its a mercury mercruiser
