Believe you are referring to the excess fuel recirculation system, sometimes called a puddle valve.
Fuel moving through the crankcase leaves some fuel sitting in there.
This is how the crankcase gets lubricated.
Under certain conditions, like a cold engine, or a lot of idling, way too much fuel is left in there.
It is supposed to accumulate in the bottom, then through a series of check valves and hoses, it is drawn back to the carburetor and re-used.
If the system is clogged, the fuel builds up and causes rough idling, a rich condition, poor accelleration, etc.
