1999 225 EFI Low Rpm Problems , Need Help

Hey guys I am new to this forum .

I just purchased a 1999 Champion 203 Dual Console with a 99 Mercury 225 EFI. It has a 3 blade Tempest 25 prop .


Here is my problem:

Before I bought the boat I had a compression check and computer scan done of the engine . The day before the test I went on a test drive and the boat ran great .We got up to around 65 mph no problem.

Today was my first day to get it in the water since I bought the boat. When you take off the motor under load with the motor trimmed all way down it will not turn more that 1500-1600 rpms . I can put it in neutral and it will rev fine . ??????Any Suggestions

pulled the plugs and they were all wet ,mostly oil looking to me

they were black
