How to set timing if engine won't start

Hello everyone newbee here,
Mercury 25 hp outboard 6787089. Throttle stuck wide open on new clamp I put on fuel line. Shut it down as quick as possible, fixed problem but engine will not start. I have fuel, I have spark to both cylinders. Maybe problem with timing? Every book I look at talks about setting timing on a running engine. My problem is it won't start. I also checked compression on both cylinders and it was good. If i open the throttle all the way open it will puff or kick-back a little. Any help is greatly appreciated. Thanks!

If the trigger is free and moves with the throttle linkage, the only thing that could have happened is the flywheel sheared a key ot the inner magnet ring on the flywheel has moved some how, so don't tinker with the timing once its set and it don't matter if it's a 6HP to a 250HP it don't move, most of the syn and link crap is caused by people tinkering- shooting them selves in the foot

Thanks! VA. I will check that. The pistons move and I have compression,if the pin sheared would I still have compression?

Yes, the only thing that would be effected is the timing

Laddies, Just got the flywheel off and guess what pin is sheared. Have to put everything back together and I should be fishing Monday thanks to you and this forum. I can't thank you enough for taking your time to help me. Thank You! Will let you know how it runs when I am done.
