1975 Mercury 65 HP is STUCK DOWN..How do I raise it back up??

Help. We just got this old boat home that had been sitting neglected for 13 years with the 1975 Mercury 65 HP motor tilted all the way up/out. We manually pushed the motor all the way down and now can't get it to tilt back up..anyone know if there is a release lever somewhere on this motor? NO battery so it has to be manual. Could the hydraulics possibly be stuck? If that is the possible answer, anybody know how to get them Un-stuck? We are having heavy rains and need to raise the front up to drain the boat and can't with the motor down..the skeg is already on the ground. Please help...we have searched and searched and can't find the answer. Hoping someone out there knows this motor and problem. We thank you in advance. S & D

Shift the engine into fwd gear that should release the rev lock so the engine will tilt

Does it have tilt and trim? If so there is a bypass valve which is a large nut with a screwdriver slot in it on the transom bracket. Screw it out and you can tilt up or down.

S&D, if it is a manual tilt model, put the control into forward and the motor should unlock. It will still be hard to lift it however.

If the motor has power trim/tilt, there will be a large pump in the boat with four hoses to the motor's trim cylinders. On the base of the pump there will be a black knurled knob. Turn that CCW and the motor should be able to be lifted. It will be difficult to lift as well.
