I am restoring a 115hp 115983e, the biggest problem I am having is with the steel bolts in the aluminum after 40 years. Is soaking in PB blaster the only real amswer? Also, if I don't mess with the linkages, do I still need to sync the carbs?
You don't say which bolts you are trying to get out. In most cases, the only "real" answer is intense heat on the aluminum around the bolt. Aluminum expands more and faster than steel, so when it does it loosens it's grip on the bolt and you can take it out. Of course, there are areas where heat would be inappropriate.
Anytime you mess with the carbs you need to check the linkages. They have to be precise for a good running engine.
Right now I'm trying to get the lower exhaust cover off so I can change out the thermostat housing that the previous owner broke. Luckily I found another used one cheap. I'm trying the drop the covers route instead of pulling the power head.
Do you have an impact screwdriver? Speaking here of the kind that you whack with a hammer. Outboard mechanics cannot live without one of those things. That, plus some heat.
