mercury trim/tilt problem

i have a 88 sea-ray with the 100hp merc.
the trim motor quit and after the dealer told me $1000
for a new pump/motor i decided for a an aftermarket unit
the original was a square 3 wire unit with three pistons
now the trim goes up and down great,but it will not go all the way down
it stops when it hits the two smaller pistons!!
i did replace motor/pump as an assembly
ive bled this thing out,there appears to be no air
help!!

are the rams not extending far enough or not retacting far enough???

they do come up and i can lower the engine with the manual relief valve and it lowers that way but not by the tilt motor
