hmmm...I am by no means an expert but I have a 40 that was that way and it had low compression so I no longer use it. The compression was like in the low to mid 90's

Any new motor to you should have the carbs rebuilt and bathed. I would start with this, paying special attention to those jets. Although not specifically for your problem, do a decarb, change the lower unit oil, impeller and spark plugs and let us know what you find. This may help for the carb rebuild

Welcome to iboats Curwin. To offer proper advice we need to know what year motor you have and the history of the motor. A 40 hp motor on a 14' boat should pull a skier out of the water. In fact, old brochures show two people skiing behind old 40 hp Larks.

compression check, the boat it's on what size, and material. model # of motor. i learned to ski behind a 14 ' wooden boat, with a 1950 15 hp rude. i now have a 14' 1956 Duracraft aluminum runabout, 93 40 hp, will run out at 30 MPH. took a while the get the engine height and prop right.
