Good point. Have you ever noticed that Mercury, and some Yamahas, have "DO NOT HIT WITH HARD OBJECT" painted on their starters? Makes me think the ownership frustration quotient (FQ) is high.
Can you hear the solenoids click for UP and DOWN? Follow the lead from the tilt motor to the solenoids. A GREEN and a BLUE are each attached to a solenoid. Remove the leads (you'll have to to check, or replace). Hook a 12v + to either wire, and a ground to the other. If the motor's okay, it'll work. Positive to BLUE tilts the engine UP, and positive to GREEN tilts it down. POsitive to one, negative to the other... If the unit is seized, or otherwise dead, the tilt motor will not function, but that's the only way to identify the problem area. If you're in a salt water area, apply some heat to the areas under the Allen heads, if you have to replace the motor. The whole job can "go South" in a hurry if you break one of those mommas.
