25 h.p. kicker won't engage in gear

The motor runs, but when I twist the handle to engage fwd or rvs, it does not engage. I can see a part on the side of the motor rotating into fwd or rvs but nothing happens but the rpm's increase. How can I fix this? I think the motor is @ '99. Thanks.

Check under the carb and make sure the pin to the lower unit shaft didn't come out.

Thanks laddies. Do I need to take the carb off or will I be able to see with the carb open?

As far as I can tell, the motor is a '91. Where could I see an assembly diagram online?

This is as good as I can find all it does not show is the vertical shift rod.
