Understand that you sync the timing and carbs at 0 deg. When you raise the idle speed using the adjustment screw, the timing also advances a degree or two. SO: a properly adjusted engine with a proper idle speed will usually not have an idle timing of 0 degrees. More than likely, it will be 1 or 2 degrees.
Because the timing advances with the adjusting screw, only small amounts of adjustment are necessary--usually 1 turn ot less IF everything else is within specs.
Also note that the idle speed is dependent upon prop pitch. With the same setting, a 17 pitch prop will idle at a slightly higher speed than a 19 pitch. So, for example, if you normally run a 19 pitch prop and switch to a 17 for water skiing, the idle will be slightly higher, then return when you re install the 19.
