VP SX sticks in gear when driven hard

I have a VP SX that will stick in gear when driven on plane for 10 minutes or more. After idle speed for a few minutes, will shift to N or R. (Water temp is never high, no thermostat) Problem when docking and need a reverse.

What does the outdrive oil look like? When was it changed last? Was it worked on just before this happened? Are the controls stiff to operate? What year and engine is the VP SX?

fresh drive fluids, year 2000. Controls are not stiff to operate but will not move when driven hard for approximately 10+ minutes. My first VP and not familiar with the CONE.

What is your rpm when trying to shift? What gear lube did you use?
