1996 115 Evirude Issue

Just aquired a decent 19' Wellcraft with a 1996 Evirude 115 outboard. Now when I finish a cold start upon starting the motor it will not stay at idle it keeps cutting out i checked the bulb it feels fine. Now the other issue I have is a motor wont engange in gear the throttle cable is very stiff and doesnt not appear to go out of Neutral...I am stuck...HELP!!!!!!!!!!!!

Welcome to the forum Survone!!
When is the last time the 96 Rude 115 had a tuneup? How about a decarb? How about a carburator cleaning? I know you just acquired it so you may want to give it a full tune up before you start digging deaper. Is it fresh gas in it?
The other motor you mentioned about a sticking cable, what year and HP?

Welcome to iboats, when you start do you bump your key in several times until the motor settles down. there is a release lever on the control handle, that locks it in neutral. you must squeeze it to shift into gear.
