check and make sure the throttle and shift cables are adjusted right, for example make sure its going all the way into forward. if that checks, its the dog. I replaced one on a '75 25 Johnson, was about an hour repair and 30 dollers or so for a new dog. As you know, both forward and reverse gears in that unit are connected to the main gear and spin freely on the shaft, and spin whenever the engine runs. When you shift into FWD, the dog slides towards the fwd gear and engages it to the shaft. Over time (usually cuased by slow shifting) the little teeth of the dog wear away and it will "pop" out of gear when you rev up.
