Roller wheels out of adjustment?

I have a 1985 ebko boat & 1985 shorelander ez loader trailer the front roller wheels can not be adjusted sideways on the trailer where they would support the boat it seems to me the only way I see to do is shim the rollers up from the frame to meet the hull of the boat does that seem right or are my wheels worn down and need new ones when I pull my trailer & boat down the road the rollers rattle & make alot of noise (front rollers only)

Can they be moved side to side as a unit?
