40 hp Evinrude Problems

I have a 91 Evinrude VE40 (I have no idea what the VE stands for). I've had problems with high end speed. I've rebuilt carbs and replaced fuel lines and filters, well, I've had it done. The only way the boat will run above an idle is to constantly squeeze the pump ball. It goes flat but if my wife is willing to sit in back of the pontoon boat and squeeze the bulb we can get off the water quick if needed. One of the things that I changed after having the second motor overhaul is we listened to a mechanic who is no longer there and started using a quart of oil to 6 gallons of gas ( I think this is 100 to one). He told me the pint I was using wasn't enough (50 to one?). 1. What is the right fuel mixture for this engine, 2. does the bulb need to stay full or am I sucking air into the lines and if so how do I check and 3. do I have a fuel pump that is not demanding enough gas????? Help.

your fuel mix is 50-1. 1/first i have to ask do you have an oil tank, and you are mixing oil? 2/ it sounds like the auto oil mixing pump has been disable, so you are mixing oil and fuel. 3/ is the vent open on the fuel tank. 4/ are you using portable tanks or built in? 5/ the bulb is suppose to go soft, but not collapse like it is flattening. 6/ we need to know if you have the original oil/fuel pump still installed, or if it was replaced with just a straight fuel pump.

I have always mixed the fuel and will go back to 50 to one. The fuel tanks are wal mart 6 gal fuel tanks and one of them has expanded over the winter by about 20%. It sounds like steam coming out when I open the air valve in the top of the tank. The bulb is soft but not collapsed but it sure makes a difference when you pump it.I don't know if I "have the original oil/fuel pump still installed, or if it was replaced with just a straight fuel pump". How would I tell. Yea, I'm a real amateur.

this picture is a straight fuel pump. the original pump is under the port side of the carbs.
