I went through this recently, my engine (J150) had been stored laying down.
The motor/pump whirred but nothing happened.
Probably an air pocket in the pump.
Release the manual valve, get a big flat 16 inch long screwdriver with a square shaft, put a wrench on the shaft and your shoulder on the butt end of the screwdriver. It will *snap* loose.
Back it out until it stops, grab the lower shaft and lift the engine, yes it can definately be done by hand, the resistance isn't weight, its fluid being forced through the valves, once you get it moving it gets easier to lift.
Its not "lifting" really, its just rotating about the pivot point.
Once it travels about a foot the cylinder head is pulling down and helps lift the prop end anyway.
Fill with fluid and see if it will lower , lock the manual valve same way with a wrench, it has to be torqued down or it will leak past the seals and won't work. Once I did all that it worked a charm.
