1960 60Hp Gale, wont start, please help

I have a 1960 60Hp Gale Motor and can't get it to start, I have had it for 2 summers now and am about to give up.
I have:
Rebuilt the carburetor
Rebuilt the fuel pump
Replaced the filter
Replaced the Starter
Replaced the points
The Magneto is fine
Took the coil out and tested it, it is fine
Check the spark, also fine
Reset the low speed needles
Fresh gas mix
New Fuel lines

After all that I still can't get it to start, it just keeps turning and turning until the battery dies, which the battery is also new. Every now and again it will spit and pop. Yesterday it sounded like it backfired then almost started. Now it won't make a single noise.

I know the timing is off by one notch but would that be the reason? I thought it should still start but just not run smooth.

I am out of Ideas! If anyone has some they would be greatly appreciated.

Well you have already told us all the things that are not wrong, so dare we guess?

It needs 3 things to run, compression, fuel in the right amount and spark at the right time. Well actually 4. The fourth being crankcase compression. One or more of those things are your problem.

What is your compression readings?
The magneto is fine, you say. Will it jump a 1/4" spark gap on all the plug wires?
It really sounds like the timing is off, probably more than just one tooth, or the wires are on the wrong plugs. Yes if it is retarded enough it won't start. At any rate, fix it so it isn't an issue.

Don't be grinding it away till you run the battery down. That will only wreck the starter. If it doesn't start in a few revolutions, stop and figure out why. It is an easy starting motor if it is right. After all, they did make them in hand start models also.
