Force 90hp, 1990. Water came out of the plug

I am new to boating. I bought this 1990 bayliner with froce 90hp, L-drive, engine. seller said that impeller is bad. I replaced the impeller, got new battery and new starter. engine didn't run. I decided to replace the plugs, from the top to the bottom, when I took out the very bottom plug, a lot of water came out, clear water, no rust, took off the cyliners cover and only in the bottom cyliner, water looks like just got there. how could water get there? gaskets? is it an easy fix? is it worth it to reapir of should I go with new engine? can i install a stronger engine? it's a nice boat and I only paid $2000 for it.

Look the head gasket over good sounds like it leaking on that cylinder. May just need to replace the gasket.
Dry the water out of the cylinder quickly and rub some outboard motor oil around the inside of the cylinder wall good so it won't start rusting!
