Hard to start yamaha 115

Can anybody help me with a starting issue on 1992 115 Yamaha. Starts strong and instant in the driveway when flushing out out the end of the day but when I'm in the saltwater creek / river it's very hard to crank. I have water separator on, bulb pumped up,,,,what can I do? Need reliabilty.Thanks for help.

time to give it a tune up
change plugs
rebuild carbs
replace fuel pumps to be safe

post your exact step by step blow by blow starting procedure, only difference between a driveway start and a water start is exhaust back pressure and improper starting proceudure will make it worse.
