25hp Merc Running Full Out In Reverse but Only 15% In Forward... Help!

I experienced some surging at WOT my first time out last week.

After filling the tank with gas and oil this week I have no power in forward gear.

It starts and Idles perfect with full rpms in reverse but in forward I have no power.
The linkage is fine even if i throttle it by hand at the carb I get nothing after 15%.

I'm out of ideas here it just doesn't make sense.

Any suggestions would be appreciated!

check the upper shift position lever. It has a stop on it to limit the rpms while in reverse,sounds like its not in the right position. Only suppose to run full speed while in forward.
