1987 evinrude 140hp not starting

got an '87 140hp evinrude that won't start. I replaced the solenoid and I've turned the engine over by touching positive battery cable to starter solenoid stem with jumper cable so the starter, which is fairly new, is working. can't figure it out. plenty of voltage from battery. i can here the choke click when i engage it, but i get absolutely nothing when i turn the key. driving me nuts. please help.

You said "plenty of voltage from battery" - does that mean you measured the voltage from the solenoid small terminal to engine block ground with the key turned to start and found 12+ volts?

If the answer is "yes", and the solenoid doesn't "click", then there's only two possible possibilities: 1. the solenoid ground terminal isn't securely secured to the engine block, or 2. bad solenoid.

If you don't have good voltage at the solenoid, the fault is in the keyswitch, neutral safety switch, or the wiring. You ruled out the main wiring harness fuse by determining that the primer solenoid can be activated with the key.

Go to "Outboard won't start" in Engine FAQs.

When taking voltage measurements, do not use the engine block as ground, use the battery negative terminal.
