1999 25 hp Johnson - Cuts out and stalls at high speed

This motor cuts out at high speeds but runs well at 1/2 throttle. We tried cleaning the filters, cleaning the fuel pump screen, checked the wiring. We read that a powerpack might be a solution, but am not sure (would this be a last resort?). Anyone have any other ideas?

I have the exact same problem on a 1999 15 hp as colbyboat has on his. it would seem like i was losing pressure. you have that problem? i would make the pump hard again and it would work for a like 10 or 15 seconds and then it would cut out again. i have changed the fuel line pump and plan to try it tomorrow. anyone got any ideas?

i'm gonna venture dirty high speed jets. carb cleaning and rebuild, in your future.

Thank you for your suggestions but we tried to clean jets and replaced the fuel line ball and the same problem. Any other ideas out there.
