Weird looking fuel line?

Can anyone confirm that this fuel line is normal/acceptable on a 2005 Volvo 3.0L i/o? It's a transparent, yellowish, flexible line. It's "clamped" at the carb and the engine with what look like zip ties. It's also zip-tied at a few locations along its length to another line. The line feels like it is ever so slightly damp to the touch along most of its length (smells like fuel of course). Not anywhere near a drip, but wet enough to collect residue/particles.

Also, because of the bend radius where it enters the carb, it seems to have a near-kink (at least partially constricted). Since I'm about to do a carb rebuild because the engine stalls, I thought I'd ask whether this is an unacceptable part/condition (that might contribute to low flow/stalling at low rpm) and if so I'll replace at the same time. If it matters, the other line is metal and seems dry and properly installed.

IF there is fuel in that hose, then your fuel pump is defective. That is why it's there and clear. So you can see fuel in it.
If the diaphram of a mechanical fuel pump failed on a car (when they had them) the fuel would run out of the fuel pump and onto the road below your car/truck. In boats, that means in the bilge (EXPLOSION/FIRE Hazard) so the hole in the fuel pump was plugged and vented to the carb for the excess fuel. At that point, you should be wondering why the engine is running rough and very rich.

Thanks Don for schooling me. I'll look to make sure there's no fuel in this line when it's running. If by chance there is, could running rich explain the stalling at idle rpm?
