Carb Needle Adjustment

I plan to follow these instructions to adjust the carbs on my 1989 Evinrude 70hp motor. I had the carbs cleaned and rebuilt, but he wasn't able to put it in the water (only on muffs) and now once it is in the water it doesn't want to idle smoothly and hiccups itself to the point of stalling.

I have a couple questions:

1. It says to do them one at a time. Do I seat them all, back them all out, then adjust them one at a time? Or do I go start to finish (seat/backout/adjust) one at a time?

2. Which carb should I start with? I remember hearing something about middle, bottom, top. Is this right? Does it matter?

3. Should I let the motor warm up (at higher idle) before I do this, or does it not matter?

your motor has fixed non adjustable jets, that post is for older motors. sounds like idle speed stop screw needs adjusting.

Wow, don't I feel stupid. I will check (and bump up) the low speed idle screw later today after work and see if that helps.
