What kind of flywheel puller do I need to use with this outboard? I can see three holes around the flywheel nut, but none are threaded. I'm confused?

Ultimately what I'm trying to do is get to is the ignition. My motor won't fire and I tested the spark plug wires. One is producing a spark, while the other isn't.

Use the search feature at the top of the page, put in something like flywheel puller or how to remove flywheel, or flywheel removale or something like that. There are a few different ways and tools to remove a flywheel.
Did you try screwing a bolt into one of the holes and see if the threads were out of eye range?

Those three holes are only there to locate the recoil starter/rope pull flange and keep it from spinning on the flywheel. The proper way to remove the flywheel is to run the nut all the way up so that it protects the crankshaft threads.

Next, you take a prybar, Tire iron, or ball-joint pickle fork and wedge it under the flywheel at the back (against the block) Then while pushing down on the prybar, firmly tap the crankshaft end with a heavy hammer. It may take a few tries. Eventually you will find the correct force and it will "pop".

Be careful that the prybar is not inserted too far under the flywheel or it will bear against the ignition components.

When you reattach the flywheel, torque the center nut to 45-50 foot pounds.
